Under Rule 16.3, when a ball is embedded (at least half the ball is below the surface in a pitch mark made by the ball itself) in the general area, free relief is allowed. Drop within one club-length of where the ball entered the ground, no closer to the hole, on grass that is cut to fairway height or shorter. An embedded ball in a bunker does NOT get free relief unless a local rule provides it. Balls embedded in rough typically do not get relief unless a local rule specifically grants it.
